Cynthia Tunnicliff Chairs DCA Anniversary Celebration

Cynthia S. Tunnicliff has been requested by the Chief Judge of the First District Court of Appeal to serve as the Chairman of the Committee to plan the celebration of the 50th anniversary of the District Courts of Appeal. The Committee is made of judges, former judges and lawyers from across north Florida.
Ms. Tunnicliff's practice focuses on the areas of administrative and appellate law. This includes both administrative and judicial litigation involving administrative agencies.
Her practice is best described as administrative "general practice," which includes licensing and other issues with a variety of agencies, including the Division of Alcoholic Beverages (manufacturers, distributors and vendors); Division of Para-Mutuel Wagering; Office of Insurance Regulation (both agents and insurers); Division of Finance, Department of Financial Services (mortgage and security brokers); the Agency for Health Care Administration (certificates of need, medicaid and various licensing issues); Department of Revenue (sales tax); Department of Health (physicians, nurses and other healthcare practitioners) and a myriad of professional licensing issues with the Florida Department of Business and Professional Regulation (architects, contractors, engineers and accountants).
Ms. Tunnicliff has particular expertise in constitutional litigation, having represented the Office of the Governor, the Florida Senate and a variety of private entities in contesting various unconstitutional legislative enactments and gubernatorial vetoes.
Ms. Tunnicliff's appellate practice encompasses a wide range of civil appeals including dissolutions of marriage, personal injury, products liability, medical malpractice and a variety of appeals from governmental agency decisions.
